Dr. Kanter has been involved in mental health business & program development since 1991 when as the Director of Psychology for HealthSouth Rehab Hospital of Sarasota, he created a Psychology department integrating psychological services into the Pediatric Inpatient Rehabilitation, Outpatient TBI, Stroke/Neuro, & Pain Management programs. In 1997, he developed the first Behavioral Medicine program at Sarasota Memorial Hospital (900 beds, 3rd largest in FL) integrating behavioral medicine across inpatient medical units including the Cardiac Open Heart Surgery, Stroke/Neuro Rehabilitation, ICU, Pain Management, and Diabetes programs. At SMH, he developed a “Special Care Attendant program” where psychology services developed plans for hospital patients ordered 1:1 attendants, with documented savings of $250,000 the first year.

in 1998, Dr. Kanter founded Comprehensive MedPsych Systems (CMPS) with 4 psychologists which grew to 100 clinicians within a multidisciplinary model encompassing psychiatry, psychology, neuropsychology, and MA counselors. CMPS grew to 15 locations across 3 states. CMPS also became the largest provider of Transcranial Magnetic Stimulation (TMS) in the state of Florida.

From 2015 to 2018, business, banking, legal, and contractual operations were streamlined which decreased A/R by 50%, increased revenue by 30%, and made CMPS a valued acquisition target. In March of 2018, CMPS was acquired by Refresh Mental Health with Dr. Kanter employed as the President for Florida operations to continue to accelerate the growth of the core model in FL and AL.
